Just before the COVID-19 pandemic shut just about everything down, the Scottsdale City Council held one last meeting on March 17th in which it approved spending $2 million to begin the process of designing 13 lighted multiuse sports fields near Bell Road. Assistant City Manager Bill Murphy tells us that the item was pulled from the March 3rd agenda item because of concerns coming out of DC Ranch, but that it was decided to put the $2 million request back on for the March 17th meeting.

The complaint centered on a proposal that would put the 40 acres of soccer fields significantly closer to McDowell Mountain and DC ranches than previously discussed. The original proposals put the sports fields, which will double as parking lots for WestWorld, on the west half of a city-owned, 80-acre parcel north of Bell Road, but apparently City Staff was considering moving the project to the eastern half of the property. That would put lighted sports fields and parking lots just west of Windgate Ranch and south of Desert Parks Vista Apartments instead of west of 94th Street.

“Changing the location of a bond project after the vote will be considered a breach of public trust on the part of the City,” Chris Irish for the DC Ranch Community Council wrote in an email to the city. “We are asking you, as our elected representatives to please honor what was presented to voters. Do not allow the EAST 40 acres at 94th Street and Bell to be considered as a possible location for this bond project.”

There will be outreach meetings that will include DC Ranch and MMR residents to start the conversation about where the fields will be located and what they will entail, Bill tells us. The city will also host public meetings at the Parks and Recreation Commission and the City’s Design Review Board before going to the City Council. Meeting dates won’t be set until an engineering firm is under contract, but with the disruptions caused by the Coronavirus pandemic, it’s unclear if that engineering team will be picked on April 7th as originally planned.

The City of Scottsdale is allowing area businesses to apply for temporary banner permits as a way to advertise they’ve switched to delivery and pickup models during the COVID-19 pandemic. Normal city regulations have been relaxed, and the city is also waiving the $30 permit fee until the end of April.
Another program, called “Scottsdale Good To-Go” lets area restaurants pick up one of three different 4-foot by 8-foot banners created by the city at no cost, though there is a limited supply, and they will be given out on a first-come, first-served basis. Temporary signs such as street banners, blade banners, balloons and signs attached to utility poles and balloons are still illegal.

The Scottsdale Unified School District has expanded its free breakfast and lunch program to help struggling families during the COVID-19 crisis, but Copper Ridge, Desert Canyon Elementary and Desert Canyon Middle schools are not a part of the program. Instead, the nearest locations to McDowell Mountain Ranch are Redfield Elementary and Scottsdale Horizon Park. Residents driving through pickup locations are eligible for two meals for each child in the car who are ages 1 through 18. Remember, stay in your car when picking up lunches, which are being served from school buses. Here are all the locations and times for pickup:

• Hohokam Elementary School home campus, 8451 E. Oak St. in the bus lane from 9:30-10 a.m.
• Apache Park, 1201 N. 85th Place in the south parking lot from 10:30-11 a.m.
• Navajo Elementary Granite Reef Campus, 4525 N. Granite Reef Road from 9:30-10 a.m.
• Pueblo Elementary, 6320 N. 82nd St., in the bus lane from 10:30-11 a.m.
• SUSD Bus Stop, 7440 E. Thomas Road, in the parking lot at the northeast corner of Thomas Road and Civic Center Drive from 9:30-10 a.m.
• Oasis of Scottsdale Apartments, 7777 E. Heatherbrae Ave., from 10:30-11 a.m.
• Redfield Elementary, 9181 E. Redfield Road, in the bus lane fom 9:30-10 a.m.
• Horizon Park, 15444 N. 100th St., at the west entrance from 10:30-11 a.m.
